German police said they split up Newcastle United and West Ham fans between 6pm and 7pm on Friday evening and took 21 people into custody at Dusseldorf police stations.
The two teams were in the German city for a pre-season friendly tournament, the Schalke Cup, which is held in nearby Gelsenkirchen.
A spokesman for the Polizeipräsidium Düsseldorf - the city’s police - said fighting broke out in the city’s Old Town area.
He said: “There were 300 English fans in the city centre.
“The fans from both clubs met and first of all they had some beers on their own, and when they met the other club there has been some verbal arguments. After that they had a psychical fight.

hammerheads don't give a frick. First match I ever attended in England was chelsea vs west ham. First thing we saw was some dude run up and snatch a woman purse and haul arse. They searched under my coat at the entrance to the bar and I asked why they said because fans of the opposing team came in the prior year and burnt one of the bars to the ground. Then a massive brawl ensued.
