According to nola.com. Looks like a methanol plant.

I believe so. In Geismar. It is the plant that is being brought in from Chile

Yeah, that's exactly what St. James Parish needs, more Shangdong. Does anyone else find it ironic that they're building a Shangdong plant in a Convent?

Yep. They shipped 2 plants over from Chile to that site. The first one is almost finished and construction has started on the second one.
There was also supposed to be a Russian plant being built in Geismar, but the Russian company was hit with boku sanctions by the U.S. after the annexation of Crimea and the project has been shelved ever since.
