Weird dude on the floor in gym locker room is weird

This guy has been sitting on the floor of the locker room at my gym for at least 20 mins+ looking at his phone like this. He was here when I first got here and 20 mins later when I ran to the bathroom down there, he still hadn't moved. Dafuq?

So if he was sitting on a bench or in a chair for 20 minutes reading something on his phone would it be less weird? Maybe he's catching up on the latest news or a really long thread on the OT.

Guy taking cell phone pics in the locker room of another guy whom he doesn't know is calling someone else weird. I'll have to check with Alanis but I think this qualifies as ironic.
