Knockout team tiers

How would you classify these teams into tiers? Mine is as follows
Tier 1
Germany
Argentina
Netherlands
France
Tier 2
Brazil
Colombia
Belgium
Costa Rica
Chile
Tier 3
Algeria
USA
Switzerland
Uruguay
Mexico
Tier 4
Greece
Nigeria
There were some close calls between teams of different tiers, but if these 16 teams played a full 30 game season, I'd expect this type of distribution, except maybe Costa Rica, but they played at a tier two level this tournament. France was unlucky to run into Germany so early, but that was a fairly even game and the French midfield held their own. Random order within tiers

I don't think you can have Brazil in a lower tier than Colombia. They beat them head to head. I'd say (based on how the teams played throughout the tournament):
