Depends of your definition of "best". He absolutely had the best personality of the fab four. Saw an interview with George Harrison (who was quite witty) and he commented on how Ringo's wacky antics help keep the group together longer than it might without him there. When McCartney and Lennon had their arguments, it was Ringo who acted as the mediator.
Music why, can't say he was the best when he only wrote 2 songs that ever made a Beatles album (out of 214 songs that were recorded).

Ringo is a lovable goof. He is also really really funny.
