Fantasy football keepers with assigned values...

We are implementing the value of the round, in which players were drafted last season, as their keeper value this season. It's a simple concept and I'm sure many of you use this already. This will be our leagues first season to have it in place, so I have a couple of questions that I hope you all can help me with.
1. If a player was picked up as a FA last year and is tabbed as a keeper this year, what round value should be assigned to that player?
2. We do keepers for a max of two seasons, so if a player is kept this year at a 5th round value, and the same player is then again kept next season, does he still hold the same value of 5th round? Some in my league think that because you've optioned the second year for that keeper, then he should have a round one value for the second season?
What are your thoughts and opinions? We put everything up to a vote in my league, so everyone is able to voice their opinions...I'm just coming here for some ideas, so I can pass them on as food for thought.

We use pretty much the same keeper system in my league.
We count FA keepers as a last round pick.
Our keepers move up 2 rounds per year. So you draft a guy in the 7th round. Want to keep him next year he gets a 5th round value. Keep him again and he gets a 3rd round value. Keepers for a max of 2 seasons.

We're doing something similar in one of the leagues I'm in, but a little different.
-You can keep up to 3 players per year
-Have to give up that round you drafted him in
-Every year after you give up the next round pick
-After you've given up a 1st for that player, you can't keep him again
-You can only keep players that you drafted (no FAs, or players acquired in a trade)

We do FA's as an 8th round keeper. Still great value, but not a free trip to the superbowl- like keeping Zac Stacy, Julius Thomas, and Alshon Jeffery in the last round would be.

We put all FAs in the last round, although setting them in the 8th rd as someone suggested isn't a terrible idea.

Our keepers must be kept in the round they are drafted +1. Thus if you draft someone in 5th, you are keeping them in the 4th and so on year after year. The biggest debate in my league was how to handle 1st/2nd rd keepers. We decided that 1st rd keepers would be kept in the 1st rd and 2nd rd keepers would also be kept in the 1st rd. Thus you can never keep your 1st and 2nd rd player from the year before bc they would end up in the same rd.

My keeper league frustratingly just fills up Round 1 with everyone's keeper. I've tried to change people to a system like the one you use for the last two years and I'm roundly voted down each time. So annoying.
