Isn't the root cause of the problem not enforcing the law's in the first place?

That we spread the word that amnesty is imminent and then don't seal the border seems to be the root cause of the problem.

I think it is good that they are both going. It draws more attention to the issue so that solutions may be found. The US needs to spend more time building its ties with the rest of the Americas.
