Will a smartphone connect to wifi without a SIM card?

I just got my Lumia 1020, but my SIM card hasn't been delivered yet from ST. I was just playing around with the phone and tried connecting to wifi before I got the "Your phone couldn't reach the wifi network _______"
Do I need to change the network settings or am I SOL till I get the SIM card? It's an unlocked AT&T phone, if it matters.

My old 521 works fine and connects to wifi without one.

Shouldn't be a problem. I've done it with android and Apple phones before.
