Sounds like the after-action report on the NOPD after Katrina.

Anyone checked for a fleet of Escalades heading toward Teheran?

This is what happens when you replace officers due to politics. You get a political army. Political armies do what politicians do. They run away from the real issues so they can campaign on trying to fix them.

Battalion = Between 300 and 1200 troops, depending on the number of companies within it.

So this is somewhere between 18,000 and 72,000 troops.

American infantry battalions number around 1000 soldiers. Give or take. Iraqi units are probably a bit smaller. Maybe even half the size.

If they were U.S. battalions - that's about 6 divisions worth of combat power, but no services/support.

A battalion varies but for a line unit, that represents about 30k to 50k troops, give or take. Not sure exactly how the Iraqi battalions are organized, but that's ballpark.

There is a VICE episode that focuses on the Iraq "military" and their effectiveness. They expect American military units to handle the combat and they just tag along and shoot at random things, giving the impression that they are comically inept. Very few of them were actually fit for combat and the notion that so many are unaccounted for is still surprising.
