is it possible to watch it over Chromecast and the WatchESPN app? Anybody know?

nope. probably not. Maybe if you have another carrier name and password from a friend though...

You're right. Carrier has to be an affiliate.
"I am an authenticated WatchESPN app user, will I be able to see SEC Network content through that app?"
The SEC Network will be available through the WatchESPN app. Your cable, satellite or teleco provider must carry the SEC Network in order for you to have authenticated access through either app or digital platform.

They'll pick it up. They may suck as a company but they aren't entirely stupid. Not to pick it up would lose them lots and lots of money

I just wrote to Bright House corporate in Florida and NY giving them until 7/21/2014 to agree to carry it or I would go with AT&T U-verse. More of need to write and call.

I'm thinking some of the internet only games will be on espn3 so you could possibly get some of the boring games via your ISP.
