I am into much harder rock now....but in the 80's and early 90's.....LA's own Lillian Axe was very underrated. Never understood why they werent bigger.
But today.....I go with Killswitch Engage. Good heavy stuff.

Accept
Anvil (Even without the documentary)
Armored Saint (Good call)
Crimson Glory (simply amazing-too bad original singer died)
Fates Warning (Invented progressive, heavy metal. Original singer, Jon Arch has no equal in style.)
Freedom Call
Gamma Ray (Probably best current power metal band going, slightly better then Helloween IMO.)
Hammerfall
Helloween (Not sure if underrated. Considered the godfathers of power metal in the metal scene but most casual fans aren't familiar with them)
Holy Grail (Cool new American metal band)
Kamelot
Kiler Dwarfs
Lizzy Borden (Take away Lizzy's theatrics, and still great music)
Metal Church (pioneers of thrash early 80's)
MSG (Schenker, enough said)
Primal Fear (Just listen to them. Ralf Scheepers. Rob Halford clone.)
Rainbow (Blackmore. Dio. Enough said. Practically invented fantasy power metal)
Riot (Mark Reale, guitar genius. RIP)
Savatage (Early albums 10x better then the later, operatic ones)
Saxon (NWOBHM and still going strong)
TNT (Probably the best singer and guitarist combo in metal, Tony Harnell and Ronni LeTekro)
Triumph (Best Canadian power trio since Rush)
Westworld (Obscure 3 albums by Tony Harnell and Mark Reale. Just about perfect.)
Y&T (anything but Summertime Girls earns them on this list)

I started a similar thread some time ago. My initial thread had Accept, Alabama Thunderpussy, and fricking Exodus.
Awesome call!! A little disappointed in myself for not including them in mine back then.
I don't know how old you are Brosef, but I actually saw Armored Saint in Baton Rouge in '86. I was already a big fan of theirs. Saw 'em open for Saxon no less, at the fricking Texas Club. I COULD NOT believe it when I saw that they would be playing in Baton Rouge together, and at the Texas Club.
I brought my Delirious Nomad album and got to meet them on their bus in the parking lot after the show, where they all signed it. They were super cool, especially Gonzo. He was pretty emphatic about how much he loved the state of Louisiana so far.
Good times.
ETA: I had to make a choice that night. Just so happened to be the same night as LSU-Purdue in the opening round of the NCAA tourney, which obviously happened to be played at the PMAC. And of course that was one of Daddy Dale's final four runs. As much as I love LSU though, it wasn't a very tough choice. No way I was going to miss Saxon and Armored Saint in a club in BR. I remember thinking no one there would give a shite about the game. But when they announced the score at intermission, a huge cheer went up, much to my surprise.

Would Clutch qualify?
If so, then Clutch.
If not, still Clutch.
I LOVE Clutch.
And... they do seem to get lumped in as metal.
And they tour with metal groups.
And a lot of metal fans really like them.
But... they definitely aren't metal.
That's cool though.
Because they are fricking incredible.

Iced Earth seems like the logical choice when it comes to this topic. They were overshadowed during the '90s due to the domination of Pantera, death metal, hardcore acts, and nu-metal bands. By the time most of these groups fell by the wayside or disbanded, there had been a massive stylistic shift in metal as a whole and Iced Earth's more traditional style did not fit in well with the polarizing metal fanbase (those who favored more extreme metal and those who leaned towards metalcore and more 'radio-friendly' genres).
Check out Burnt Offerings, The Dark Saga, Something Wicked This Way Comes, and Horror Show, and list me one band during that particular time period (1995-2001) with a more impressive run of albums.
Also, Canadian thrash legends Annihilator deserve mention.

Armored Saint is almost the perfect example of this category.

Jorgensen & Co. have gotten plenty of their due & respect over the years.
I'll throw a name out there that most def didn't get the acclaim they should've: Dead Horse out of Houston.

Vio-Lence
There used to be a toll-free heavy metal hotline you could call that would play cuts off new heavy metal albums. I remember calling and listening to the Vio-Lence cut for shits and giggles. It could have been Beethoven, though, and that shite still wouldn't have sounded good over the phone.

The Scorpions absolutely got their due. In fact they were pretty damn big once their music went to shite after Blackout.

Accept
My absolute favorite band in the early 80's. Was a big fan in the Breaker and Restless & Wild days, before they gained some moderate popularity with Balls To The Wall. Their headlining show at the Saenger in '85 is still today one of the three best shows I've ever seen.

Yep. Already responded to Brosef's post for them.

Hell yes. Gods of Wrath is some badass shite. LINK

Riot
My buddy and I definitely cranked some Swords & Tequila back in the day. Especially Outlaw.

Agreed about the early material. Sirens and Power Of The Night both had tons of great stuff.

Getting back to Exodus. It's a damn shame just how underrated they are. They were right there with the "Big Four" at the forefront of the thrash movement. They never gained the popularity of those four but man, they sure have put out some phenomenal metal over their careers and especially the last ten years. I guess I understand it somewhat though because they have gone through a couple of breakups and a few lineup changes along the way. In fact, vocalist Rob Dukes just left and Steve Souza is back for his third stint on the mike. That's fine with me. I liked Dukes just fine, but if he's gone, I'm glad Souza is the one back in the fold. He was vocalist on five of their releases, most recently Tempo Of The Damned in 2004, one of the best thrash albums ever by anyone. This shite right here is hard to top. Not sure it's possible.

Man, Power of the Night is a near perfect metal album.
All youngsters into metal on here should listen to it.

As I sit here and listen to "Dream Of A Lifetime", I'd say it was because they really kinda sucked.

Saw them twice and they killed it. UFO was huge in Europe though. Cirith Ungol and Accept were really heavy as well.
My winner would be Nazareth, so heavy live, go back and crank up "Hair of the Dog", great album.

ETA: When I played in a band years ago, we opened a show for a band called Adrenochrome. They were sick. They should've made it big. Don't know why they didn't.

I think the poster was using a little bit of hyperbole.
I don't think "every" 80's hair band is in the HOF.
Name the hair bands in the rnr HOF.
The biggest travesty is shite like Donna Summer and rap fricking groups are in, but not Deep Purple.
