Covering a ditch (ascension)

I was told that if you buy the culvert, the parish will put it in & cover it for free. Guess so it's done right? Anybody with any knowledge of this ? It's a commercial prop if that matters

if it's their right of way, they will do it, but that doesn't mean they will do it timely
