OT Vets: Cat licking himself raw

We have two cats. Both stay inside 100% of the time. One of the cats links his belly raw and bites at his paws as well.
I've taken him to the vet several times and they will give him a shot. This works for a few weeks and it comes back again. Trying to find a solution or root cause of the problem. I don't know if this is enough info to work off of. Any help is appreciated.

Food allergy is possible.
I give my dog allegra daily. Not sure if you can give it to a cat.

sounds to me like some kind of allergy...have you checked to see if you can spike his food with a little zyrtec or something like that?....

When you say "himself", do you really mean nolanola? Because if so, you might want to just cut back on the peanut butter brah.

I'll start by saying, this post will not help you at all.
I used to have a cat when I lived down here and I got him fixed.
A couple days later I noticed there was an open sore where his balls used to be.
I freaked out and called the vet after hours and spoke with some man who said that I shouldn't freak out and to get some saline and clean his ball area and massage them and how the cat must be really upset with me for taking his "juju" away.
The next day I called back and had to go in and get him a cone so he would stop licking the area. I really think that was a janitor or something that answered the phone and just wanted me to massage my cat's balls.
Back to you, is your cat declawed?

Does the cat have fleas? I know it's an inside cat, but maybe you brought them in.

What do you feed your cat? I bet it is some big box cat food or from the can? I'm sure its a food allergy like everyone else, but you might not be able to fix it with processed cat food. You might just have to start busting out the Tbones for your pussy (cat).

My cat was doing the same, and he scratched off all the fur under his chin. He also had a rash down his back at some point.
Vet thinks he has a flea allergy...imagine that. So he's gotten some shots and it clears up every time. We just have to keep up with putting that flea medicine stuff on our cats.
ETA: We're pretty sure it's not a food allergy, since he's had the same food for months and this is only recent. But OP sounds like some kind of allergy.
