People have no expectation of privacy on a public beach.
Only cases where young girls were being photographed, AND their genital areas were the subject of a majority of photos were convictions ever obtained.
It's mostly a shame arrest such as those for the crime of Sodomy in states that already know it's unconstitutional.

The woman most certainly overreacted, but curiously enough, she seemed violently averse to the idea of being filmed in public.
