Story-Arcs Hinted at in Original Films But Not Explored in the Sequel

I really wanted to see Lando turn into Two-Face in Batman Returns.

He was always Harvey Dent. Curt Conners was in all three of Raimi's Spiderman movies and they never did anything with him

There was no hint for Billy Dee to become Two-Face in Batman. Dent was a character. He just never developed into Two-Face in Burton's universe.
However, technically Batman Forever was a sequel to Batman Returns.

Yeah, but him taking the role due to an understanding is different than it being teased in the movie.

Those are exactly the situations meant when it says "hinted at...but not explored"
Having their alter-egos show up is hints that those villains may be in sequels.

When they "hinted" that Ryan Reynolds was Deadpool in X-Men Origins but turned him in to laser-eyed sword-hands instead.

Not a sequel, but we saw the pre-powered versions of The Leader and Doc Samson in The Incredible Hulk. Hulk will appear in two Avengers movies before we'll see a sequel... no further mentions of Leader/Samson.

I don't recall the movie being hard to watch.
However, there was a Batman Returns puzzle that my brothers and I put together. It looked sort of like this:
Imagine trying to fit 500 entirely black pieces together. What a bitch

The "darkness" was the violence and minor gore that kept it from being even close to a kids movie. You could tell that Devito was embarrassed by the final cut during his interviews at the premiere.

You're right, it takes a real master of film like Nolan to come up with the idea of putting some generic, forget his name bc his character didn't matter in the role of DA ala batman begins.
These characters were purposely included to hint at possible future movies that never got explored.
