Non - compete clauses in employment contracts?

Anyone have any experience fooling with these when they are contested in court in LA?
We are thinking about hiring someone with one in their previous contract.
No intellectual property concerns or intimate knowledge...just a $14 an hour common job.

According to my Biz Law professor at LSU these are rarely enforced by courts in LA against individuals

We have all of our employees sign them knowing that they are rarely enforced in local court. They are more of a scare tactic than anything...

From what I remember, they could usually only restrict you on a parish-by-parish basis.
