The question is: What kind of fallout would there be if it came to light that the VP of the USA had murdered 2 people, 1 of which was a US Congressman?
Would it cause widespread riots? What would the international fallout be?

Depends on who the VP is. If it's Dick Cheney, yeah, there probably would be some serious backlash.
If it's Joe Biden, everyone would call the story bullshite as he barely has enough intelligence to tie his own shoe in the morning.
