Judging by the seats and curvature of the ceiling, I'd say he's aboard an aircraft. Seems too small for Air Force One. May be a campaign shot.

Nah, it is Ar Force One back in the days before it was a 747. He is preparing for a speech. He often wore sweats on board to avoid getting his pants wrinkly, plus it is way more comfortable.
