Do all the birds, animals and insects in Portland wear diapers? Do these people think a molecule of urine will actually hurt them? There are water shortages all over the west coast, these people are idiots.

This is because people are fricking stupid.
If Scruffy was king of the world, the person who decided to dump 38 million gallons of water because one individual urinated in it would be executed post haste.

I would have no problem drinking it. The odds of getting one molecule of that kids pee in your water is remote, the gallons of bird urine is another matter. Birds fly over all day, animals pee & crap in the area and it is washed in by rain.
Exposure to sunlight and pumps aerate the water, this kills the bacteria.

the same thing happen 5-6 years back in Portland, when the city drained the reservoir they found multiple dead animal carcasses among other nasty stuff

Like Scruffy said, the only appropriate response is execution. No one dumb enough to do something like this should be allowed to live.

Portland based on the last time is doing the right thing. They get to clean out the reservoir and charge the drunk the bill. Can't remember the total from last time but it wasn't cheap.
