Who has had to get an interlock device for a hardship license and how long is it required to stay in your vehicle?

hardship license is a license only for driving to and from work. You can get onee of these if your license has been suspended for a year.

Was this for a conviction of for a "Refusal To Submit"?

I have always wondered how the "I am not blowing in that thing" license suspension goes down.

If you aren't convicted of anything, are they making you get an InterLock anyway?

2 refusals, regardless of conviction of DWI suspends your license for 2 years.

No, they can't make you get an interlock unless you've been convicted. IF you have not been convicted, you can just wait out the suspension.
