Why is it going to cost any money at all?


I may just be too dumb to understand but won't they literally be floating in an ocean of fuel?

Probably because it's not as simple as water go in, rocket boat go fast.

Seawater isn't just going to turn itself into fuel. It will require equipment that probably was developed under a pricey government contract.

Installing the equipment and the use of the fuel over time equates those costs, I would assume

Well the research and and outfitting of the ships won't be free so you are still going to have cost associated with that

This has been rumored for a while. Efficiency and speed of production will be the biggest hold-ups now.
