Windows 8.1 Internet connection help

I'm having problems connecting to a wireless connection at a hotel. I've been connecting to it for 3 weeks now, and last night my computer decided to quit connecting to it. It's one of those connections where there is no security key, but you just have to connect and accept the terms. Now, it's saying I'm connected, but it's limited. It's not pulling up the "accept terms page". I went in to my internet settings and it's saying, "wi-fi doesn't have a valid IP configuration" a guy who's staying with me can connect with his Mac. Just trying to figure out why it has decided to stop connecting. I'm sorry if this is a word jumble and hard to understand, but I'm not very tech savvy.
Should I call the hotel provider, or is it a hardware issue? Thanks in advance for any and all advice.

ipconfig /renew
ETA: The hotel IT could also be blocking you for obsessive bandwidth...They may see you on there for 3 weeks as a troll

I've been trying to figure out how to pull up the prompt menu. Like I said, I'm not too great with computers. Which is pretty bad for a 23 year old. I've tried to google it on my phone, but, apparently everyone on Internet help is a geek squad member. I can't follow it.

Search for "cmd" and press enter. Then type in "ipconfig /release" [Press Enter] "ipconfig /renew" [Press Enter]

I searched, and all kinds of stuff came up except a prompt menu. I just bought this laptop, and it's the hp 2 in 1 tablet. I can't even find "my computer". This thing is about to start aggravating me. I don't know how it could just stop connecting all of a sudden. I called the HP help desk and of course they wanted to charge me $100 plus $40/month just to talk to me.

Try deleting your browser history (IE, Chrome, Firefox) cache...for IE, got to TOOLS...Delete browsing history. For Chrome, click on the Settings icon in the upper right corner, go to HISTORY...Clear History Data. in Firefox, go to TOOLS...OPTIONS...PRIVACY tab and click the Clear your recent history link. REFRESH page.
While on the webpage, hold down the SHIFT key and hit the F5 key, if you have a keyboard, a couple of times to force refresh the entire page.
