There are still legtimate concerns about censorship. Mix that in with the fact that U.S. only appears to be coughing up oversight responsibility in direct response to revelations about NSA surveillance practices, plus the two largest nations pushing for this aren't necessarily bastions of freedom and self-expression. Sure, it's primarily web domain-name registration, but this decision is still in direct conflict with the U.S. prior position in which it expressed concern about free speech suppression... WSJ says regarding prior global attempts to wrest control of this from the U.S.

I still think the risk for censorship and mismanagement will be significantly greater. This kind of move would only happen under this current administration which clearly values imagined global fairness/equality over common sense and our national welfare (which historically is usually also in the best interest of the global community, at least those who value freedom highly).
