Settle this Episode VI debate for me

Two questions:
Does Luke force choke those two pig looking guards before he is admitted to see Jabba, or is it something else that he uses to incapacitate them?
Can only Siths use the force choke ability, or is Luke channeling his father?

He force chokes them and yes, it is a move used only by sith.
Luke is channeling his inner sith and it is a sign of his inner struggle.

He is making them fall asleep. I thought it was pretty obvious because it seems to me they start snoring.

Unless it was specifically mentioned in the movies that only Sith force choke, I don't see the big deal.
He was obviously doing it only to back them off and didn't do to make them suffer like Darth Vader did to that douche on the Death Star. It seemed a lot more "humane" than cutting some dude's arm off like Obi Wan did in the cantina.

It isn't like lightning which is used solely by the sith, but the Jedi tend not to use moves like force choke.
Jedi cannot produce force lightning. They can force choke, they just don't.

Force Choke
Darth Vader was infamous for using Force choke on Imperial Commanders who failed or doubted him, as shown as he uses it on Moff Jerjerrod.
This was an attack via the Force that was used to crush a living being's throat, in effect choking them if used at a low level. Sith Masters used this when wanting to punish people or prove their strength to a number of individuals. Those under its effect would usually clutch at their throats. Although it was more commonly used by the Sith, it was used by Jedi as well.

Force lightening and it's variants
Force lightning ability was not restricted to dark-siders. Jedi and other light-siders who were strong of will and character could learn this power without falling to the dark side—but its use was viewed as inherently corrupting, and most Jedi Councils forbade its use.
Some Jedi nonetheless refused to dismiss the natural power of this ability. During the Great Sith War, Jedi Master Lian Dray used Force lightning against the Sith apprentice Sindra. Revan, Meetra Surik, Jolee Bindo, Bastila Shan, and Vrook Lamar were amongst its users during the Mandalorian Wars, the Jedi Civil War and the First Jedi Purge. Plo Koon used this ability (which he called Electric Judgment) to subdue a criminal named Pommel, who had taken a hostage. Koon used Force lightning to knock Pommel out, yet claimed to have no plans to experiment with it in the future. Quinlan Vos could also employ this power effectively, and used it against the Anzat Jedi Volfe Karkko. Darrus Jeht also used Force lightning against the Dark Jedi Asajj Ventress.

There existed an advanced version of Force lightning which may have been used by the Jedi Exile and Revan in the Jedi Civil War. Its destructive potential was legendary; the apocalyptic power was known as Force storm.[22][23] Galen Marek used this power on the giant sarlacc on Felucia during his duel with Shaak Ti.

Well, I've been corrected.
I had read in the past that the Jedi could perform a variant of the force lightning, but it wasn't up to par with the Sith's version.
Guess I was wrong.

What I have heard, from books taking place beyond Episode VI, was that Luke always walked a fine line between Dark and Light. He leaned to the Light side of the force but he was constantly right on the edge.

So the mitochondrians or whatever make the lightning too? The Sith have the same mitos as the Jedi? Then their powers must be the same.

It isn't the fact that they have the same powers or not, it's what it takes to generate the powers.
The emotions/mental state to bring forth the sith powers corrupts. Therefore, a Jedi using a power designated for the sith runs a risk of corruption and falling to the dark side.
At least that is from what I understand.
