A reasonable alternative to the rule change proposal re: HUNH

Allow defenses to substitute following a first down. The clock is already stopped for the chains. Referees are already holding up the snap until the chains are ready.

You could implement the same time frame of 29 seconds on the play clock (may require a change to the rules of how the play clock works after a first down).
