Cell phone use in cars causes more vehicle crashes? Why are death rates falling?

List of motor vehicle accidents by year through 2012
LINK
and an article talking about the sharp decrease this year:

I know many studies show distracted drivers are dangerous, but is it possible that bad drivers are the ones that allow themselves to be distracted? So whether it's cell phone use, eating, putting on make-up, or staring at shiny objects out the window I think we should be cautious about shifting blame to technologies and specifying certain activities be banned in the vehicle when bad drivers will always find something else to focus on.

Lowered fatalities could also be the result of safer vehicles.

Kids who grew up with cell phones are entering the driving population, and they're better at texting while driving.

Safer vehicles and roads. I would bet that the accident news would be even better without cellphones.

Maybe it's the fact that it seems like drivers slow down about 20 mph less than the speed limit while toying with their phones. Slower speeds saves lives. At least that is what the govt. told us back when they mandated the 55 mph speed limits.

Fatalities from traffic accidents went up in 2013 by more than 4%. Think injuries from traffic accidents have stayed relatively flat. Might want to consider things like improved car safety systems and advances in emergency treatment before anything else. And yes cell phones are increasing more to blame for making bad drivers worse.

2012. Full stats haven't come out for 2013 but the first half of year were way down. One year doesn't buck the trend.

I just haven't seen evidence of this. Bad drivers are distracted and I don't think we can eliminate their nature of not focusing on the road dangers around them.

Better built automobiles and more drivers/passengers wearing seatbelts will result in fewer fatalities.
I would rather not share the road with distracted drivers.

2012 fatalities increases from 2011. And I've seen plenty of evidence too. I watched through my rear view mirror as a female driving with her cell phone perched on the steering wheel had to cut over into the turn lane to avoid hitting me. Your tying cellphone use to only fatal car accidents is poorly constructed at best. You discount non fatal injury accidents and accidents where no one was injured at all. Try harder next time.

So your saying cell phone usage crashes may decrease the number of road fatalities? I'm not sure how else to take that.
The reason I used fatalities is because this consequence far outweighs any other and we likely have more accurate stats on this vs just number of crashes. I'm trying to get rid of the noise. It's nearly impossible to know all the variables of each crash so I'm just looking at the results. We likely have accurate fatality data dating back decades so it's very easy to review and look for spikes associated with increased cellphone usage. There hasn’t been any. So we either have incrementally safer vehicles than we've been trending in the past or cell phones don't actually affect the number of car crashes. Bad drivers will always find ways to be distracted.

I think it's the latter.
