Couple plumbing related questions

1: What is your water bill? Mine is about $60 a month. High? Normal?
2: If its high, do I call a plumber or can the city send someone to check?
3: Dishwasher wont drain properly. Call a Plumber or diswasher technician?

I've done bleach. I've done vinegar and baking soda. Both worked and drained properly for a few weeks then started collecting water in the basin again.

Is your drainage hose elevated high enough? I should be making somewhat of a horseshoe shape to keep water from backing up into it.

The hose comes out low enters my cabinet area then elevates to the top of the cabinets, a little higher than the garbage disposal

That should be plenty then. I was told as long as it is elevated slightly higher.
