It's tough to answer a question based on a false premise.

Simple explanation:

Because it's not TV

Wait for it

Wait for it

It's HBO

LOLno

2 out of 3 of AMC's big shows have ended/are ending. Breaking Bad just ended and Mad Men is ending. Walking Dead is the only one with future seasons.

HBO>AMC

GoT, Boardwalk, True Detective, the list goes on

HBO gets money from subscriptions obviously, and cable companies from advertisers...is there a disparity in the resources?

Not quite, but the gap has certainly closed.

Because HBO first realized the potential of having a drama on pay cable that went beyond the normal limitations of network tv. They've always looked for things that hadn't really been done and weren't worried about short term immediacy so often perpetuated on network TV. Quality over Quantity. Then, they were able to sell it to big name actors. TV was no longer the bastard stepchild of Hollywood. 20 years ago, do you get Hollywood A-Listers to do drama on cable?

Boardwalk is ending. True Detective is a short run with this cast, each season is a new cast in a different place

HBO lost Six Feet Under, The Sopranos, The Wire and Deadwood in a 2-3 year span and they rebounded quickly. HBO knows what the frick they're doing.

Right. So they are loyal to those subscribers. It is there job to keep those subscribers coming back. Also, they aren't bound by the same rules as regular cable. They can be more edgy, give directors more creative control, etc..

Further it doesn't matter how many shows HBO has and they don't need to fill 24 hours with programming. As long as they concentrate their resources on a couple of high quality shows they remain a powerhouse.

cable companies from advertisers

Cable companies and the networks on them only have to worry about getting advertisers to pay for commercials as long as that happens and people pay for cable, they could give less of a shite about the quality they put on.

There are a very few exceptions to this rule. FX and Amc come to mind.

The long form drama basically an 8 to 12 hour narrative has redefined TV drama.

they yanked 'bored to death' for 'fat girl gets nude to piss people off'

other than that, they have over a decade of hitting home run after home run

HBO doesn't have to worry about broad appeal and massive ratings like the network stations do. Serialized story-heavy shows don't work well on network television.
