ACA Enrollment vs Paid

I wonder if these numbers are going to be the norm for other states.

Lots of folks not paying yet, and LOTS of the younger folks that are supposed to pay the brunt of the costs for the ACA just aren't signing up.

Maybe some of them think it's free and don't plan on paying.
