There could very well be an easier way than how I do it but here is how I go about it.

I create a duplicate layer on top the source pic and then with just the duplicate layer visible, I erase everything except what I need. In this case, I erased everything but the shirt so I was left with this as the layer on top the source pic:



Then it's a matter of getting the color you want. Start with the hue tool. If you want to change the shirt to blue, for example, you likely won't get the exact shade of blue that you want just from the using the hue, but you can make the jump from the orange that it is to a blue.

Then, play around with tools such as the saturation, lightness/darkness, color balance. etc. to fine tune it more toward the exact shade that you want.

You may have to then go back and do some touch-up work...like being even more tedious with the eraser to help give an extra cleaner look. In the case with this one, I had to add the crimson on that little bit of her right shoulder strap that is peeking through her hair because I missed it initially.
