Does Jazz Fest have a clause where artist or head liners cannot perform within a certain radius within a certain time frame? AKA - Headliners cannot play both Jazz fest and Hangout in the same year?

I don't think that they do...Galactic plays both festivals pretty much every year

Yes, Jazz Fest does have a clause. Not sure how often they use it, and I'd imagine its a 30 or 60 day window before, with a smaller window after.
For instance, they'd never insert that clause on a band like Galactic being that they are local and will play in New Orleans a lot before and after Jazz Fest. But with someone more regional or national, they'd definitely use it.
