Why does FOX have it's #1 broadcasting team at Philly v's Green Bay?

Really insane that they'd pick that game over the Bears/Lions battling for first place in NFC North. Sometimes I wonder who makes these decisions.
Bigger markets, better game. But no, go to tiny Green Bay (population 275,000) for a last place team v's a team playing a scrub QB
