Is tea bagging the new fad in football?

Is it just me or is the new thing for both college and pro players to "tea bag" the opposing player when the player is getting up from a tackle? If you look close, either the ball carrier or tackler will purposely drag their nuts on the guy whose down. Just saw the Oregon WR get tackled but instead of just getting up, he tries to keep the Stanford tackler on ground while dragging his junk on his back. It's stupid.....

Honestly, this has been happening for years. I see it in pretty much every game. It's subtle, but it definitely happens.
