Is Riley Cooper worth a # 1 waiver claim?

Normally I'd say hell no, but here's my situation: PPR, start 3 WRs.
I have:
Keenan Allen - stud
Roddy - who knows if he will play
Colston - see Roddy
Josh Gordon - bye
Drew Davis - garbage

So I only have 1 WR that will definitely suit up this weekend and be serviceable. 3 of Riley's last 4 games have been pretty damn good and they do play GB which could be a shootout if Rodgers plays. Should I burn my # 1?
