What reasons would you have for vetoing a trade?

I think the only reason should be obvious collusion

Our league you can trade draft picks. Receiving 1st round, 3rd round, 5th round picks and woodhead, Olson, Allen and Austin. Giving up 6-7-8 round and gronk welker Rodgers Cruz. My team is 1-6 and barring a miracle I wouldn't make the playoffs so setting up for next year.

If trade goes through I will have: 2 picks in each of first 5 rounds next year.

That is definitely the gamble. People vetoed it "because his team is stacked now" or "I don't think my team can beat his team"

We pushed it back through

Collusion for sure...and occasionally when its clear that one guy was naive and didn't know what he was doing I.e. he was talked into thinking it was a really good trade but may not know any better
