Treating rust spots on an older boat trailer questions

We are about to start a restoration project on an older single axle trailer where we will replace the bearings, leaf springs and u-bolts. I am wondering what I should do to treat the rust spots? The trailer itself is galvanized, but the side step, wheel cover and braces for the sides aren't, and they have rust all over them. Should I grind as much rust off as possible and then treat? Also, does anyone have any specific product recommendations? I notice that some of the rust preventive products say to paint right over the rust. I was thinking grind as much away as possible, ETA: apply OSPHO metal primer, then paint with POR-15 Gray Paint. Is there any other steps I should take? Any tips, advice or recommendations would be greatly appreciated.

If you don't get down to bare metal, you're really just delaying the inevitable. They make a cold galv spray too you may want to look at.

U can rent a blaster. Its pretty easy to do.

Get as much rust off first. Apply 2 coats of OSPHO and two coats of paint. Profit??

Yeah I guess I need to see how deep the rust is because those parts may need to be completely replaced.

Por15 is the best shite ever for rust or to paint a lower unit with. it will not come off.
All ypu have to.do is knock off rust with wire wheel. doesnt have to be spotless. paint the whole trailer with it and it will never rust. and this is not an exageration.
Ive painted aboit 300 lower units with it and they all still look new. used in saltwater and dragging skeg in sand and it wont come off.

If you've got an air compressor, go buy a needle scaler. And some ear muffs.

I would never paint right over rust...wire brush off as much as you can manage and remove the rest with naval jelly....then apply whatever coating you want...

i said knock of the scale. with por15 thats all you have to do.
With any other coating you need to take doen to bare metal
and use ospho.
Once you use por15 youll never use anything else.
It has a lifetime warranty to never rust. they will replace whatever does rust,but it wont.

X100 on the POR-15. Make sure you put a coat of paint on top of the POR-15 though.
Like stated just take a wire brush or wheel to it, then paint it on, can use just a paint brush

IIRC, there is a rust neutralizer that you put on before paint. From what I have heard, you must follow the directions to a T. Do everything they say

nope, por-15, then paint. its pretty damn easy. the can goes bad once you open it, so either buy just enough for your trailer or have a few projects lined up.
ETA, they do have some pre treat/cleaners, but you dont really need them
