What do I need to do to my satsuma tree

This tree is two years old, and I've neglected it more than I should have. I'm sure something needs to be done to it, but I don't know what. Leaf miners have also taken a toll on it. Initially, I was letting the sucker branch (below graft line) grow until I realized what it was. That cost me a couple of months of growth. It didn't produce any fruit this year. Would a good trimming get it in better shape?

First picture: This is the end of one branch. It has four different smaller shoots come off it. This just looks abnormal to me. Problem?

Fertilize it in the spring.

My neighbor, who was so old he had no business buying green bananas, had a citrus tree that wasn't producing so he poured salt around it to kill it, then the old man died. That tree is dripping with fruit now.
