Why does the NFL consistently send the worst teams to London?

I feel like they don't schedule division games in London. Most have been AFC v. NFC, maybe 1 hasn't been.

Half a million fans turned up to the NFL fan rally in London prior to the Steelers v Vikings game. You may not like the truth but the "Brits don't like football" is proven wrong by the money the NFL is taking at these games.

The London games have had the highest attendances in the NFL since they started.

I work for a company that brings Saints fans from the Uk to Saints games. We have averaged 20 people per home game so far this season.

I see the argument here. But there is no way they would be able to sell out 80k seats in Wembley at NFL prices. London already has 4 Premier League Clubs, one (Arsenal) with the highest ticket prices in the country and one of the highest in Europe. Chelsea and Tottenham prices arent going down anytime soon either. I dont see how they could get sell season tickets to 80k people for any sustained period of time.
