If Vilma is going on IR with the designation to return,

Then he has to be on the roster through wednesday. You cannot IR a player before that day if you want to designate him.
This could be the reason why we are getting conflicting reports(they would want to keep it under wraps until it happens).
That could also be the reason we kept 6 ILBs because we want the other 5 for the whole season. Very possible come Wednesday we see the return of Richardson or another OLB.

Butler has been on PUP since before training camp and isn't taking up a spot so it doesn't make sense to do anything else with him.
The IR decision for him will come week 9 or 10.

Thanks, been trying to get an answer for that for a couple of days. 
I just assumed we were IRing Butler w/ return.

Butler hasn't been taking up a spot all preseason since he's been on reserve PUP. If we were to put him on IR designated to return he would have to first be on the active roster meaning we would have to cut and risk losing someone.
Makes no sense since PUP and IR designated to return are basically the same thing and you can only put one guy on the second.
