Foreign exchange rates determining factors

I know this may be an odd question. Korea's central bank cut their key interest rate today in a move that I think is meant to help them compete with Japan in the foreign export (electronics?) market. I think. I know very little about economics. My question is: will this affect the Won/Dollar exchange rate and if so in which direction?

This graphs shows when the Korean central bank cut rates. Notice the dollar strengthening in the last 24 hours vs. the previous trend.

How much effect would you expect this to have and over what period of time? I see I missed a good window to transfer money home but I'm not sure whether to just wait now.
