Can you recommend a good photo edit software for the Windows Surface Pro?

pretty sure photoshop, etc. can utilize the stylus. what are you using it for and how much do you want to spend is the question

I don't mind spending more for a good program.
I'm planning on using it to alter existing photos for random customizations. I'd also like to be able to use a photo as a background/source material and draw/alter the image with the stylus.
