I just bought a 8hp mercury motor and I haven't taken it out yet but it seems like it won't shift from reverse to neutral or forward. is this because it is not running?

Place it in water and start it, that may be why it's not.

Try rotating the prop just a little (not running) and see if that allows it to shift.

Make sure it's tilted in the running position. I've seen some that wont shift if they're tilted up.

Shouldn't matter if its running or not.

Edit your title to "motor won't shift gears" or something so the board police don't come wack your thread.

Do like wick said and try rotatin the prop a little bit and trying to shift.

Some wont shift very well without rotating the prop.

I've had a few motors this way.
Shifted fine when running
