They actually serve a purpose on them. Can't remember what it was, but maybe protection from briars

Fringes were used on buckskin by Indians as water repellent. I think its just for looks on Justins

I remember them coming out around 1990. up to that point I had only slip on boots but the lace up ropers were the new style. Havent worn a pair since 95 or so.

The top three brands of outdoor/linemen/loggers boots all have these. They have had them for 40yrs.

It says what they are for in a booklet I have at my house but unfortunately, I am not at my house. Speculation is the best thing in this situation

I wanted a pair last time I replaced my boots. But all Tom Waters had was non steel toe. I'm sure I could have found a pair, but I needed them asap.

It's called a kiltie- and there's a purpose.

When you have laces on boots like this that are supposed to be worn by people actually doing work, the laces will pick up damp muddy muck and garbage that's abrasive and could wear through the leather at that point. So, they put that little extra part there to protect the boot and make sure they last.

I'd guess its similar to wearing chaps in bill riding. Helps deflect a hoof pretty well when being stepped on or being smashed in the chute. May be something like that
