I mean in the context I assume it just means he was drunk or high, I'm just not sure what DQ stands for.

in january he was banned from driving for six months. driving wile DQ'd = driving while his license is suspended.

RM's Marcelo is staring at the same damned situation right now. I believe he was sentenced to a €6,000 fine, and is without a license for 25 months (yeah, one month more than two years. pretty weird).
