Immigration policy reform has to be the bedrock of the Republican's 2016 platform if they want any chance of winning the Presidency.
This is a reasonable proposal, if not perfect. The U.S. is not going to deport 11 million people. We have neither the patience, man power, or finances to do so. Any Republican who insists on mass deportation as a platform policy is only standing in the way.

A reasonable proposal like this might pass the House but it won't pass a Democrat senate. The Democrats will block it. The Democrats have no incentive to pass this kind of legislation. They currently have 75% of the Latino electorate locked up. Why would they give a part of that electorate to the GOP?
