Yes, that's a part of fielding so it would have to be considered. For example analyzing a shortstop defensively I would need to know if he can 1) glove it and ) make an accurate throw.
Arm strength stems from this but can be measured in an entirely different fashion.
just for me personally, if someone rates a player's ability to hit and his ability to hit for power separately, then I'd be looking at things like BA/OBP/BARISP for hitting, which, imo, Rhymes would be a 75 or 80 at the collegiate level.
and then I'd look at HR's, doubles, slugging, etc when determing their power hitting rating
but that's just my opinion, not trying to get in a debate or anything
