So is that site saying that even though people have signs saying "Private Canal" or fences across canals, we as fisherman, still have the right to disregard those signs/fences?

Actually, this site is the one that says it.
I have come across private gates in the past and have disregarded them completely. There were only two places I knew of, though. And both have since removed the gates. This is in Lafitte.

Good to know. There are a couple private canals along the Tchefuncta River that I've always wanted to explore. The 'Private Canal' sign has stopped me

Well, I don't doubt you might get a landowner to come confront you, but the bottom line is, it is navigable waterway and he has no rights to block it.
The residents of Lafitte went through a very lengthy court/political battle about 15 years ago regarding the growth of the air-boat tours down there.
When the dust settled, the residents had to accept that if a boat can float on it, it's navigable...
Eventually there was a settlement with the air-boat operators that everyone could live with, but the air-boat operators did not have to settle. They were free to run anywhere they chose.
