Do I need a permit to brew in my house for personal consumption only ? Friend said I did.

Nope.
There are some laws about how much you can brew in a year, plus how much you can transport at any given time. I don't know the details, it shouldn't ever be a concern.

Tell your friend that he's full of shite. The permit that is required is for non-brewers to drink your homebrew. Tell him he needs to get busy applying for it, it can sometimes take a few months to process.
