Since the NFL is all about protecting the player these days, shouldn't the obvious helmet-to-helmet hit get a 15 yard penalty and negate the fumble?

No helmet to helmet on running plays. If that were the case, there would literally be a flag on every play. Plus the running back knows when the hits are coming unlike WR's.

Don't see how it wasn't , helmet was the the only thing hit.

Ok. If that was hit on WR, there would have been flag, IMO.

Yes, if the WR was in the air or hadn't made a 'football move', but not once he's caught the ball and running.
