Civ V GOY edition or Civ 4 and all expansions Steam sale?

Curious on the thoughts of fellow gamers = any idea if Civ 4 will run on Windows 8?
My daughter would like one of them so curious what you all think is a better game and deal:
Civ 5 = 12.99
Civ 4 = 7.99
Any idea if multiplayer is via home LAN and is it one on one like Age of EmMpires?

If you have never played CIV 4 before then get CIV 5. Gods and Kings is actually a great expansion that addresses a lot of my initial complaints about 5. Despite 4 being the overall better game I can't go back to it after 5.

5 but download civ nights. Its a mod that keeps the graphics and interface (somewhat) of 5 but shifts the gameplay to the style of 4. If you don't download nights then get 4. You can get nights from the mod section in the game.

Vanilla V is a great game with G&K. Playable with or without mods, I'd recommend it over IV at this point.
